The 23-year-old made 28 appearances for the club after arriving from Benfica in an £8 million transfer in 2021. He scored six goals in 31 Ligue 1 appearances while on loan at Marseille during the previous season.
“Forest is an historic club which won two European Cups and to be part of it makes me really happy,” said Tavares.
“I’m really happy to stay in the Premier League as it’s the best league in the world and I’m thankful to Forest for giving me that opportunity.”
Tavares, a Portugal Under-21 international, played 28 games for Arsenal during his debut year at the Emirates Stadium before moving on to Marseille, where he helped the team finish third the previous season.

Tavares joins Anthony Elanga, Matt Turner, Ola Aina, Andrey Santos, Gonzalo Montiel, and Murillo as Forest’s sixth summer additions.
Callum Hudson-Odoi, a winger for Chelsea, is now undergoing a physical at City Ground in preparation for a long-term transfer.
Despite Fulham’s interest, Hudson-Odoi spent the previous season on loan at Bayer Leverkusen, and Forest are predicted to secure the deal.
